Enable Approval Workflow for Phone Number Updates via Connections Page

In Oracle Fusion HCM, when an employee updates their phone number via the Connections page, the change is immediately applied without triggering any approval workflow.

This behavior is not consistent with other personal information updates, which typically follow the defined approval rules. The issue causes a compliance and governance gap, as users are able to change critical contact information without managerial review or tracking.

We expect the system to route such updates through the standard approval process, just like it does for updates made via "My Details" or other profile pages. There should be a configuration option or delivered functionality that ensures
