Oracle OIC Download file to OIC stage from file server

I am writing an OIC program that reads the file from 'remote' SFTP and segment file in the OIC hosted file server. In order to efficiently read the file, I'd like to 'download file' using a 'File Server' action. However download (to OIC Stage) action is available only in the FTP connector. In order to do that, I need to expose the file server (it should be in the 'running' mode) to external world.

I wonder, if there's a way to download the file from file server 'without' creating File server as sftp connector.
