How to change the primary VNIC

HI all

as asked early i think that the only way to change the primary vnic from a vnc to another is deleting the instance an recreate a new instance using the boot volume , right ?

but i want to know if we can maintain the ephemeral public IP , is there a way that the cloned instance will use the same public IP ?
